How long does it normally take for USCIS to approve Form I-824?

I filed form I-130 on Feb 4, 2020. After 3 years, USCIS asked me to submit an RFE in March 2022. I submitted it and got an approval letter in April 2022, but I did not get an NVC number from USCIS. Instead of that, USCIS asked me to submit an I-824 file. How much time will USCIS take to approve the I-824 form? My case is already out of the window period and I still have not gotten my welcome letter. What do I need to do?

It depends on which service center you are required to file with. Some take about 6 months, others about 20 months.

You do not get a welcome letter with an I-130 approval so something is missing in your facts.
