How can I travel on an F-1 visa while my I-5 visa is temporarily refused?

We were supposed to have our interview but unfortunately the regional center has lapsed and we were unable to attend the interview. We also got a refusal email from the embassy.

I have a valid F-1 visa that I have used multiple times. I am planning to travel back while waiting for new interview date, can I do that?

I got my visa and traveled while my dad”s EB-5 visa was pending with no issues. I am curious if my current refusal would change matters up. I have the email to show the CBP officer the reason of the refusal and that it is temporary. Not sure if it is enough?

If you have a valid student visa and I-20 and can show the officer you are not coming in to adjust status, the officer does have the discretion to admit you.
