How has the RIA impacted I-526 processing times for rural EB-5 projects?

The official USCIS site says the I-526 processing time for investors born in China, India, and all other areas is 81.5 months, 47.5 months, and 58.5 months respectively. The RIA that passed about a year ago mentioned “priority processing” for investments in rural areas. How long could this take? My mom (a naturalized citizen) is filing an I-130 for my sister. I wonder whether it is a good idea for her to file an EB-5?

If your sister is Family based First Preference, the waiting line will be at least 10 years, and if she is married, anticipate at least 15 years, so right now, EB-5 may be the best option if you file soon.

It could be faster - you would need to look at the Visa Bulletins to analyze.

Nothing has been priority processed yet so it is unclear how long this will take.
