How will the EB-5 regional center authorization impact existing investors?

USCIS has de-authorized all regional centres needing re-authorization. Does the grandfathering clause protect existing investors from this? I have an approved i-526 from Aug 2020 and a Documentary Qualification from NVC. Does this new guidance mean I can’t have an interview until the EB-5 regional center I worked with is re-authorized? How long will it take a regional center to be approved with the new form?
