How will the lapse of the EB-5 regional center program impact my consular interview this month?

I got an interview date for July 19 (before the expiration of the program). Will I still be able to go for the interview? Will I get the visa? The embassy has been sending emails about the required documents and all but nothing has been sent on the expiration.
Does the expiration affect my visa at the embassy?
