What is considered my nationality by USCIS for EB-5 purposes?

I have dual citizenship and I am living in the country in which I was born, country A. Can I use the passport of country B to initiate the EB-5 process? Can I use the passport of country B to initiate the process in country A, or should I initiate it in country B?

You will have to list both nationalities on the USCIS forms. Your country of birth determines your country of chargeability for purposes of visa issuance pursuant to the monthly visa bulletin.
