How is the direct EB-5 job creation and maintenance time counted towards the I-829 process?

I invested in direct EB-5 in November 2019. My business was already launched in January 2020. We hired 10+ employees and have maintained them to date. My I-526 got approved this May after almost 3.5 years. Is the 2-year period of job creation satisfied with that 3.5 years it took USCIS to approve the project? Can it be counted towards my I-829 form? Or does the job creation time count only after I-526 approval, and do I need to maintain for 2.5 years more, making it a total of 6 years of job maintenance?

Job creation starts at the time of investment.
