To what extent can an EB-5 investor be involved with the project they invest in?

Can I, as an EB-5 investor, have ownership in the project under my name? Can I become a 20% partner in the project, or invest as an LLC under my own name? Can I take a role in and take salary from the same project? Is it safe to invest in a project without a regional center? How does all this affect the application process?

An investor can be involved in either a direct project, or even in a regional center. The rules actually contemplate some form of involvement such as in a management role.

There are many ways you can be involved, but it is limited by the project structure in practice. It appears that you are also considering a direct EB-5 project, in which case no regional center is needed and you can have more control.
