How can a child born in the U.S. to an EB-5 investor enroll in CHIP?

I am an EB-5 investor and my I-526 has been approved. I am now in the United States with a B visa. My child was born here. Can I enroll in the Children”s Health Insurance Program (CHIP) for her? If I enroll my child in this program, will it have any impact on my future application for a green card?
