I am non resident alien. My only US sourced income is from the EB-5 investment (USD 700 only). There is withholding tax deducted on it by the Regional Center. Hence I do not owe any tax to the US government. Do I still need to file the tax return?

There are exemptions from filing if your income is below a certain threshold. Note that if you have a green card, or have been physically present for at least 6 months, you may be subject to worldwide taxation based on US rules.
