I have reached out to the state labor departments of NC and SC regarding TEA letters. They have told me that they do not issue them anymore. What else can be a source or how can I prove that the area where I plan on investing falls in a TEA?

An economist can help, and there are free tools (like this very website hosts!) that can at least get you started.
File a state freedom of information act request to the state agency for the past TEA letters that they have issued.
You can always use secondary evidence if primary evidence is shown to be unavailable. So you show the state will not issue and then get a private economist, and hopefully by the time you get an RFE, states will be issuing again.
