Who has to file an I-956F form for a direct EB-5 project?

Who files this form in case of an EB-5 project requiring direct investment? Is it the NCE or the developer? How much does it cost to file it?

An I-956F is not required for a Standalone or Direct EB-5 Project where there is only one EB-5 investor in the project. The only filing is the I-526 petition that is filed by the EB-5 investor, along with their business plan, TEA data (if seeking a reserved visa), project documentation, and corporate records and agreements.
