It is a fact specific question regarding how difficult it is, but generally, as long as the RC provides sufficient evidence supporting the amendment, it should be approvable (such as new projects that expand its scope or background checks for new owners). For non-material updates to EB-5 offerings, RCs can interfile updates to IPO.
