How should I start the process of filing a writ of mandamus for unreasonable EB-5 processing times?

I have lost all hope with USCIS as they keep increasing the EB-5 processing times every few months. I filed my I-829 back in April 2019 and I am ready to file a writ of mandamus. Where should I start? Is there any other course of action that is more advisable?
