Why do the I-525 applications through regional centers need to wait for reauthorization?

I am as an applicant of EB-5 through a regional center since November 2019. Why is it frozen for the applicants who already applied long ago before the lapse? What is the worst that could happen to us?

Because the program has lapsed, there is no basis for USCIS to adjudicate cases. The program has a long history of being renewed and it is expected to be renewed again in the coming months.

While the program has been renewed over 30 times since 1993, we are wating for the next renewal. It seems to be stuck with politicians having other higher priorities. Realistically, I am expecting it to get extended in the next few months, but it is very frustrating.

The store has closed and is not allowed to operate. Even though there are orders to be filled, no one is allowed in the building. Metaphorically speaking, at least.

If not reauthorized, CIS will have to deny the application. If the visa category no longer exists, one cannot be issued the visa.
