How can I reopen or refile an I-130 case for my parent?

I am inquiring to see if an I-130 case could be reopened. I could not follow up on the case because my dad suffered an injury and my mom, the applicant, needed to be in Ghana to take care of him. My father passed last year. In light of this, can the case be re-opened? Or do I need to refile? If so, are there any details I should be aware of?

If it has been that long, maybe easier and simpler to just refile the I-130.

I imagine you are referring to an NVC case? But not sure. You can email NVC and ask. As for an I-130, once it is approved, that is it - there is nothing to reopen.
