You can travel to the U.S. so long as your conditional green card is valid (and has not been formally terminated by an immigration judge or U.S. agency).
I hold a conditional EB-5 green card, but the project failed. I am working outside the U.S. now. I plan to apply for an L-1 when I have worked for one year, and before that, I will withdraw the pending I-829. During this one year, can I briefly travel (like a couple of weeks) to the U.S. before I withdraw the I-829, and the L-1 visa application? What consequences would this have?
You can travel to the U.S. so long as your conditional green card is valid (and has not been formally terminated by an immigration judge or U.S. agency).
That is fine but keep in mind that all days in the U.S. will need to be added onto the time overseas to qualify for the L-1A.
