How long does an expedited EB-5 consular processing usually take?

I have got an EB-5 expedite request granted based on humanitarian reasons. There is a note stating: “A decision on an expedite request is not an approval or a denial of the underlying benefit request. This expedite decision simply informs you whether USCIS will expedite processing by taking the application out of visa availability order. Once the application is assigned to an officer, the timeline for reaching an adjudicative decision will vary.” How long does it normally last to get a decision under these circumstances? If approved, how long on average does the expedited process take through a U.S. embassy?

It sounds like the expedite request is only for the USCIS action on your I-526. You will need to request expedite again from the consulate through NVC.
