How can I expand an existing business after buying its building and use this as my EB-5 project?

I intend to buy a building with a nail salon in it. My project is to expand the nail salon and create full time jobs for 10+ employees (currently they have 9 employees). My goal will be 20 to 25 full time employees. Would this project qualify for a direct EB-5, as the cost of buying the building and nail salon would be around $900K? Are there any issues with this plan?
