When does the residency requirement begin for E-2 visa applicants?

I have been residing in Turkey for the past 5 years but just obtained citizenship. I only had a residency permit before. If I wanted to apply for an E-2 visa sometime soon, would I be eligible? Or does the 3-year residency rule begin counting after the point of obtaining citizenship in a treaty country? What I mean is, do the 5 years I resided in Turkey as a resident count towards that requirement? I thought about EB-5 too but am hesitant about having to create 10 jobs (I would ideally like to invest in my own business in any case.) Or am I missing any key points?

I am not sure - the residency should count but I am not sure the most recent announcement is clear on that.
