What does it mean when the status of an EB-5 investor is changed to “Notice Explaining USCIS Actions Was Mailed?”

My EB-5 direct I-526 petition from 2019 was processed and I received a Request for Evidence. I responded to the RFE and now my status is updated to “Notice Explaining USCIS Actions Was Mailed.” What does this mean? Does this lead to a denial or approval? How should I get prepared for the next step?

It is either a Denial or a Notice of Intent to Deny. If the case was approved, the case status would state "we approved your case and mailed you a notice."

That is an unusual notation. It could be a Notice of Intent to Deny, Denial or Approval.
