What happens with the job creation criteria for a direct EB-5 project if the company has locations both in a TEA and outside?

I am investing in a company that has its main office in a TEA and we are setting up the manufacturing unit in a non TEA. However, most jobs will be at the manufacturing unit but under the same company. Does the manufacturing unit also need to be in TEA? What are my options here?

To count direct jobs, they all have to be within the TEA. Those outside will be discounted from the total.

There is no need for any of the jobs to be in the TEA. Rather, you can invest the higher amount and create the jobs in whichever location you prefer.
