I am a dual citizen going through an EB-5 visa application process and need to do consular processing abroad. I am wondering which embassy to is more advisable for consular processing. Based on the U.S. State Department visa waiting periods, Seoul has a lot shorter waiting period compared to Panama in all visa categories. However, they do not include specific information about EB-5 immigrant visa. Is it safe to assume that if the Panama embassy is packed with non-immigrant visas, then the call-up for immigrant visa interview will also be delayed?
