Does buying company stock through an LLC qualify as direct EB-5?

I want to do direct EB-5. I heard that the investment must be into a “new” business. There is a gas station under construction (90% work done and 10 % work pending) that I am interested in acquiring its stocks. My plan is first to establish a new LLC, then invest $800,000 in the new LLC. I would acquire 100% stock of the gas station with the LLC. Then the LLC will create 10 new jobs. Would this qualify as a direct EB-5 investment? Or should start from scratch?
