A person can process a visa at a U.S. consulate in 1) their country of nationality or 2) country of current residence. So yes, this should work, but your attorney will check the requirements of the consular post in question.

You can, but if you have maintained your legal status in the U.S. and have an approved I-526 petition and visa numbers are available, you can file while in the U.S. your application for adjustment of status on Form I-485.

The U.S. embassy or consulate having jurisdiction over your place of residence, not necessarily your place of citizenship, is the appropriate office to conduct the immigrant visa interview.

Yes, if the applicant has lawful status in that third country, the case can be processed there. The country of the last residence is even more important than the country of birth when processing final green cards.

It depends on the Consulate. Some will accept third-country nationals and some will not, so planning and research into the Consulate''s procedures will be needed.
