How will USCIS decrease the EB-5 fees?

I understand that USCIS expects to reduce the EB-5 fees once the public reviews its proposed rule. Will this happen right after the comments end on December 22? Should I wait until after that date to submit my application?

The October 23 proposal is just that, a proposal. DHS can change the dollar figures, the structure, or even decide not to implement parts of it after reading comments or because of litigation or politics.
After the comment period, DHS has to read and respond to comments and issue a final rule, which can take months, not days, and then “complete and publish a final fee study that will take effect 60 days after publication” as required by the EB-5 Reform and Integrity Act section 106(b).

It normally allows a short period like 30 days before letting the new fees be effective. I would suggest filing as soon as you are ready because the backlog can appear any time.
