I am trying to understand my EB-5 financing options to make the investment. I understand USCIS has been issuing RFEs and NOIDs for EB-5 loans and I want to know what led to this scrutiny or rejection. I could invest the $800k directly into a regional center project; however, I believe I should take a loan for part of my capital to keep a cash cushion as a safety. Could that be grounds for an RFE or NOID?
