What if some of the required EB-5 documents are not public?

I am starting to prepare for the EB-5 visa application. It so happens that in my country, some of the certificates required by the EB-5 process are not public. For example, the police clearance certificate. I can get a paper saying I do not have a criminal record, but I understand it is not the same. Another example is the birth certificate. I get a simplified version of the certificate, but not the original certificate, besides the copy I already have by right. Worse, there are no digital versions of many of the documents. Is there flexibility as to the format or depth when filing these documents?
