Is the USCIS really taking 19.5 months to process an I-829 form?

I plan to file the I-829 in a few months. Current processing times are pretty long, but the historical processing times show 19.5 months for 2025. Is this reasonable, and how accurate are these estimates?

It has been much worse than that recently.
