What is the rural set-aside, and what is a rural TEA?

I am interested in learning more about the rural set-aside, including the definition of a rural area TEA and the required investment amount. Can there be rural non-TEA areas? How does rural compare with the high unemployment and infrastructure categories?

TEA means targeted employment area – the government designates these based on the address. Similarly rural areas are designated based on address.

Rural means generally outside Metropolitan Statistical commuting area and less than 20,000 population. TEA is 150% of national unemployment rate. Rural gets 20% of allocation so if you from China or India, that’s a plus but key is to evaluate the specific project you seeking to invest. There are good and bad projects in both categories. Yes there are non-Rural and non-TEA and investment amount is $1,050,000.

Rural means outside a city/MSA.
TEA means in a city/MSA and with high unemployment.
Under the law, I526/Es based on an investment in a rural area should have processing priority.
