I am planning to partner (LLC) with my U.S. citizen friend to buy land for about $1.1 million and take out a construction loan of $1.5 million. Construction will take less than a year. I will buy land with my money first (1.1m) and then our LLC will take out the construction loan. The project is not in a targeted employment area. Would this qualify for a direct EB-5? If not, what is it missing?
