I am a conditional green card holder. Once I have completed my biometrics appointment for the reentry permit (Form I-131), can I leave the country before receiving an approval if I have noted on the form to have it sent to the country I will travel to?

If you plan to be away for more than a year, you do need a re-entry permit. If that is the case, you should wait until your re-entry permit is issued.
