When do EB-5 application quotas expire once processing starts in May?

Application reception for EB-5 will begin on May 12, 2022. There is a quota of 10,000 people per year for this type of program. Does the quota expire on the same day that these applications start to be received? I am a Turkish citizen born in Turkey. Can I apply for this program after 3 or 4 months or will the quota expire immediately?

They have not run out of visas for Turkish citizens yet so you should be fine.

The new quota starts on October 1 of every year and each country gets 7% of the totals. This year, Fiscal 2022 expires September 30 and because of unused family visas, we got a double quota of almost 20,000 visas. Because of Covid and other delays, most of them will go to waste but hopefully USCIS will hurry up and process at least a few thousand.
