When can I file an I-485 with an approved I-130 while the I-829 of my mother is still pending for EB-5?

My I-130 (F2B under the green card of my mother) has been approved, but her I-829 is still pending. Can I file my I-485 now? The priority date is earlier than the application date on Form B and I am in the US on an H-1B visa now.

If your final action priority date is current, you can file an AOS, but I doubt it will be as F2B is backlogged.
