How are direct EB-5 I-526 petitions from India being processed?

I was just curious if direct i526 petitions from India are being processed or not? I know of couple of Oct/Nov 2019 PDs from Indian investors which are not being processed, whereas, I see petitions which were filled after these being processed. Was just curious if I am overlooking something. I thought the EB-5 visa was current for Indians.

Barely anything is being processed from anywhere. The Investor Program office is in a weird place right now.

The system is a mess but an Indian EB-5 direct case should be processed. The problem is they do not respond to emails and the reality is they do not do first-in-first-out even if you are not from a backlogged country.

Direct EB-5 from India should be processed as normal by IPO/USCIS. Your confusion is understandable given that IPO claims that cases are processed by (1) visa availability and then (2) first in/first out. However, in reality, from first-hand experience, we know that is not necessarily the case. It can be a bit random. For this situation though, how would you know the Oct/Nov 2019 PD cases are not being processed unless they were RC I-526 petitions? Best to double-check.
