Could my father invest without having to be active with the investment? Do they have to be active in their project or Regional Center or do they allow them to not have a managerial role there?

Yes. Most regional center EB-5 investment projects involve a limited partnership, which is also called the "investment vehicle". EB-5 investors need only be involved in the limited partnership to the extent required by the Uniform Limited Partnership Act. Essentially, it is a passive investment.
