Can I operate a Regional Center abroad?

I am a U.S. citizen, based in the country of Jordan. Can I establish an approved (and operating) Regional Center in Jordan or does my business need to be registered and operated in the U.S. ? In other words, how can I operate in Jordan?

    You cannot operate a regional center in any other country outside of the United States or U.S. territories. The sole purpose of the EB-5 program is to stimulate the U.S economy by promoting investment and job creation within the United States.

    The RC has to be in the US and must be creating jobs on US soil. However, as a principal you are not required to be in the United States.

    You may not operate a Regional Center abroad since the purpose of the EB-5 regional center program is to advance investment and job creation in the US.

    A regional center requires a U.S. location in a specific geographical location within the United States.

    Regional centers operate in the U.S. for the purpose of receiving U.S. investments. I don''t think USCIS will allow a foreign-based regional center for U.S. investments. To my knowledge, there are no foreign-based regional centers.

    The requirements for an EB-5 investment are such that the business has to be based in the U.S., creating jobs for U.S. citizens or permanent residents. The business can have other foreign owners, but the business activities and job creation must be in the U.S.

    The EB-5 program is designed to spur investment and job creation in the U.S. To my knowledge, an investment for a company outside of the U.S. will not qualify.

    The EB-5 program was established to create U.S. jobs. Hence, you would need to figure out how create American jobs first.

    You can not operate an EB-5 Regional Center in another country, only in the U.S. However, our law firm has alliances with law firms in Jordan which may be of assistance to you.
