Rogelio J. Carrasquillo offers consultation on various kinds of legal transactions. He advises domestic and foreign companies, multinationals and entrepreneurs on business activities—including investment and cross-border transactions—in the U.S., Latin America, Asia and Europe.
Carrasquillo assists in the firm’s EB-5 and Immigration Practice, representing public and private clients using EB-5 capital, and those filing for EB-5 regional center designation with the USCIS. He also represents developers raising capital using the EB-5 Immigrant Investor Program. He is experienced in dealing with public-private partnership projects funded through EB-5, as well as other economic and tax incentives--including the combination of EB-5 financing with programs such as United States federal tax credits.
Carrasquillo also offers guidance for clients in cases involving mergers and acquisitions, joint ventures, corporate finance, real estate transactions and infrastructure development—primarily in Puerto Rico and other parts of the Latin American region. He often offers his counsel to U.S.-based and foreign clients, including high net worth individuals, seeking to relocate to Puerto Rico and maximize available opportunities under Puerto Rican economic tax incentives.
Carrasquillo also assists clients in equity and debt offerings registered under United States securities laws, the issuance of equity and debt in global transactions not subject to the registration requirements of United States securities laws and with corporate governance matters.

He has assisted developers in the financing and development of energy infrastructure projects in the United States and Latin America. Carrasquillo earned a law degree from the University of Pennsylvania Law School and a Bachelor’s degree from Georgetown University. He is fluent in Spanish, and proficient in Portuguese and Italian.
