What is an EB-5 regional center?

What exactly is a regional center as part of the EB-5 immigrant investor program? Do they just run the investment projects for the participants? Do they own the projects directly?

    A business entity that has received a designation by the United States Citizenship and Immigration Service to facilitate foreign investment in job creating projects in the United States. The EB-5 Program allows private and public entities to apply for "Regional Center" designation from USCIS.

    Regional centers are about two things: Geography and Industries and economic sectors. They enable investors to take advantage of indirect and induced job creation. Regional centers adopt various business models. The most flexible is a "host" of EB-5 development projects.
