How can a Bangledeshi citizen with fund restrictions apply for an EB-5 visa?

I have Bangladeshi friends and family members who want to apply for EB-5 visas. However, money cannot be transferred out of Bangladesh other than for import, student or medical purpose. Due to this restriction, most of the transactions happen under the table with little documentation, and even if taxes have been paid, the government completely disallows taking money out of the country. How can a Bangledeshi citizen apply for an EB-5 visa with these fund restrictions?

This is certainly an interesting question. While the transfer may be done under the table, we need to prove the source of funds; as such, it does not matter how the funds are transferred, provided you can source the funds.
