About Portland Regional Center
The Portland Regional Center is owned and operated by the American Dream Fund (ADF), which operates four EB-5 Regional Centers located in Los Angeles, Portland, Ore., Las Vegas, and Orlando, Fla. ADF works intimately with municipal governments and redevelopment agencies in order to build job-creating enterprises to improve the American economy and provide foreign investors with an opportunity to obtain permanent resident status (green card) in the United States. ADF is one of the most respected EB-5 companies in the United States. EB-5 approved projects with ADF are collateralized by real estate or maintain significant collateral by high-net worth companies.
The American Dream Fund has a thorough and selective investment process to ensure their business and partners have an outstanding investment track record. As a part of their partnership with EB-5 investors, they perform rigorous due diligence of potential businesses and prepare detailed business plans and econometric studies to satisfy USCIS EB-5 requirements. In order to assist their investors, they plan aggressive financial and management strategies and secure a preferred return for EB-5 investors on their investment.
The founders and staff at the American Dream Fund are comprised of attorneys, real estate professionals, economists and experienced investors that have extensive government and investment experience.
George W. Ekins, a principal of the American Dream Fund, has extensive experience in organizing, administering, and promoting EB-5 capital projects. He played a critical role in the development of the W Hotel project in Hollywood, Calif. through the Los Angeles Regional Center and spent over four months promoting the project throughout China and South Korea. Throughout his career in real estate, Ekins has purchased, renovated, and sold real estate both domestically and internationally, and owns and manages a commercial real estate portfolio valued over $80 million.
Ekins is a licensed commercial real estate broker, holds a Bachelor of Arts in international business and speaks conversational Mandarin Chinese. He is an active member of the Association to Invest in the USA (IIUSA).
Joseph C. McCarthy, another principal of the American Dream Fund, is an attorney and law partner with the Los Angeles-based firm, McAdam & McCarthy. McCarthy has worked with the governor of Washington in the Executive Policy Office and has advised on state issues regarding immigration and the development of EB-5 immigration programs. Prior to working for the governor, McCarthy was employed for eight years as a consultant for several large, international consulting firms. He is also currently a visiting professor with California State University, San Bernardino in the College of Business and Public Administration. McCarthy has a master’s degree in Geological Engineering and a Juris Doctorate with honors.
