OIS-NCA LLC, located in San Francisco, was designated as an EB-5 regional center by USCIS in July 2013. OIS-NCA LLC offers investment opportunities to foreign investors seeking to obtain permanent residency through the EB-5 Immigrant Investor Program. The regional center is authorized to offer investment opportunities in a variety of fields, including non-residential building construction and traveler accommodation. Its geographic scope includes five Bay Area counties, including San Francisco, San Mateo, Santa Clara, Alameda and Contra Costa.

OIS-NCA LLC primarily handles EB-5 projects related to real estate. The regional center seeks to create high quality real estate investment opportunities for potential immigrants while delivering dedicated service to its clients. The regional center has experience assisting foreign investors through the entire EB-5 process, especially those from South Korea, Taiwan and China. Dr. Robert Zerbst is the chairman of the regional center and is primarily responsible for its policy and investment strategy. From 1998 to 2009, Dr. Zerbst was the CEO and chairman of CBRE Global Investors. During his time there, he was responsible for the strategic direction and investment policy of the firm. He helped transform the company from a domestic pension fund adviser with $3.7 billion of assets into a multi-strategy, global investment organization with a portfolio of over $42 billion. Currently, CBRE Global Investors is the largest real estate investment manager in the world with over $100 billion in assets.

Prior to his career with CBRE Global Investors, Dr. Zerbst founded and served as CEO of Piedmont Realty Advisors, a real estate investment manager located in San Francisco. Dr. Zerbst is a director of Digital Realty Trust, a past chairman of the National Association of Real Estate Investment Managers, and also a board member of the National Council of Real Estate Investment Fiduciaries. He holds a bachelor’s degree from Miami University, a master’s degree in economics, an M.B.A., and a Ph.D in finance and real estate economics from Ohio State University.

Julia Li is the managing director of investments for the OIS regional center, in which capacity she oversees the company’s strategic planning, due diligence, and investment underwriting. She has over two decades of experience in asset/risk management, commercial real estate investment banking, and worldwide regulatory banking. Before joining OIS-NCA LLC, Ms. Li worked at the U.S. Federal Deposit Insurance Corporation (FDIC). In this role, she led teams of professionals in the management of assets and also investigations of failed banks. Her past experience also includes working for companies such as GE Capital, Cushman & Wakefield, and Four Seasons Hotels & Resorts.
