Extell New York Regional Center (ENYRC) was formed to provide foreign investors with an opportunity to obtain permanent residency in the United States via the Immigration Investor Program. ENYRC was approved as a USCIS-designated EB-5 Regional Center in September 2011. The regional center’s designation is for the New York metropolitan area, which includes the counties of New York, Bronx, Brooklyn, Queens, Westchester, and Nassau in the state of New York.

Extell New York Regional Center (ENYRC) utilizes the expertise and development experience of Extell Development Company (Extell) to ensure the success of an investment. EB-5 investment capital is utilized to finance world-class projects developed by Extell located within the regional center’s geographic scope. Each project is designed to meet EB-5 job creation requirements, improve regional productivity, and stimulate the local and national economies.

Extell Development Company, founded in 1989 by Gary Barnett, is a nationally-acclaimed developer of residential, commercial, retail, hospitality, and mixed-used properties. Operating primarily in Manhattan, Extell’s growing portfolio exceeds 20 million square feet, with transactions totaling over $10 billion USD. Setting new standards in the real estate industry, Extell has earned a grand reputation for its dedication to excellence, long-standing relationships with partners and financial institutions, and delivery of above average returns.

Barnett, President of Extell Development, has become one of the preeminent developers in the real estate industry and provides marketing oversight and policy guidance for the regional center’s operations. He received a Bachelor of Arts degree in mathematics from Queens College and a master’s degree in economics from Hunter College.

Lela Goren is the founder, partner, and the current president and director general of the Extell’s EB-5 Regional Center. Prior to joining the regional center, Goren was senior vice president of acquisitions and development at Extell Development before she began her own firm. At Extell, she managed a portfolio of projects, from new residential construction to mixed-use and redevelopment.

In addition to her leadership role at ENYRC, Goren founded G Group, a woman-owned and operated real estate development and investment company where she serves as president. Over the past decade she has worked on real estate projects, including residential, hospitality, office, and retail, totaling millions of square feet. She has been involved in all phases of assembly, acquisition, finance, design, construction, sales and marketing. Goren has worked closely on projects with the city of New York, and state and federal governments. Goren holds a Juris Doctor and master’s degrees in international law and intellectual property law.
