Located in the San Francisco Bay area, the Berkeley Regional Center Fund approaches each EB-5 investment with a simple strategy: simple investment structure, full escrow protection, guaranteed construction start and job creation, construction completion guarantees, and corporate repayment guarantees. The Berkeley Regional Center Fund’s underlying goal is to syndicate, monitor and verify EB-5 activities on behalf of investors and developers.

As a member of the Behring Companies family, the regional center is one part of a nearly 50 year old group dedicated to the development of and investment in luxury real estate around the globe. Since its inception, the Behring family of companies has developed more than 16 golf course communities and 5000 residential units, and has sold over $2 billion of valuable property. Behring’s many philanthropic endeavors include the Global Health and Education Foundation, with programs such as Operation Global Vision, Wheelchair Foundation, and Water Leaders.

At the head of the Behring Companies executive team is the CEO and founder, Colin Behring, with experience working in U.S. and China investment and development since 2006. He was previously the managing director of the property development company Behring Group, Ltd. In this capacity, Mr. Behring played a key role in construction management and design coordination for the Sanctuary at Dongtan, a 330-acre master-planned golf course community project with a total cost estimated at more than $1.2 billion.

Mr. Behring also headed numerous investment initiatives based in China, and was one of the initial U.S. developers to undertake senior living communities in that region. He earned his Business Administration degree with a finance concentration from California State Polytechnic University, San Luis Obispo, and is bilingual in Mandarin Chinese and English.

Also playing a key role in the executive team behind the Berkeley Regional Center Fund is the Behring Companies’ director of design and construction, Elizabeth Premazzi. Before joining the team in 2012, she founded and managed her own company, Elizabeth Premazzi Design & Architecture Consultancy Shanghai Ltd., which was a leading international design firm based in China. Ms. Premazzi worked on more than 210 different projects, for which she designed over 15 million sq. feet of residential property. She earned her master’s degree in architecture and urbanism from the University Balas Artes De Sao Paulo, and finished postgraduate studies with an urban planning focus at the Denmark AARHUS Architecture School.
