American Oil Regional Center was approved by USCIS as an EB-5 Regional Center on September 16, 2013. American Oil Regional Center uses the EB-5 program to fund the natural gas and oil energy projects of American Oil Developments, which focuses on developmental drilling and the best projects in its area of operation—20 counties in northern Pennsylvania. The American Oil team is composed of drilling engineers, geologists, financial management professionals, production engineers and land-men. Besides being USCIS-approved, American Oil is also accredited with the Better Business Bureau.

The team at American Oil has over 100 years of combined experience in their fields, and many have advanced or professional degrees in law, financial services, geology and engineering. Joshua Bagley is the chief executive officer of American Oil Development and has been the CEO for the past three years. He has managed American Oil’s expansion through the successful and consistent growth of petroleum production. Mr. Bagley’s understanding of the project management process, attention to detail, and background in due-diligence has led to a 100 percent success rate in drilling wells, with not a single “dry hole” in the company’s portfolio. He also serves as a captain of the Texas Army National Guard, and as a representative to the U.S. Congress for the Texas military forces’ legislative affairs team. He was awarded a Bachelor of Science from Texas State University for urban and regional planning.

Tobin Butcher, president of American Oil, has built a career in financial services, and has experience working at Goldman, Sachs & Co. and Citigroup. Mr. Butcher specializes in capital resources and financial management. At Citigroup, he worked in the global operations and management of the Microsoft stock option plan; at Goldman, Sachs & Co., he worked as a wealth management professional. He graduated from the University of Puget Sound and was awarded a post baccalaureate degree from the University of Washington.

Gary Neely is chief operating officer and staff geologist of American Oil and has been involved in the gas industry since 1977. He has experience with the logging, drilling, production, land management and completion of over 2,500 wells, which have mostly been located in Pennsylvania. Mr. Neely graduated from Ganon College and studied geology at Slippery Rock University.
